Shoolboys march and assemble. Crowds of spectators. A Color Guard and Honor Guard of the 212th MP Co. Syngman Rhee arrives in copter; chats with Maj Gen Thomas F. Hickey, CG IX Corps, and then briefly with Gen Maxwell D. Taylor. They troop the Honor Guard line. Hickey makes a speech. A brief shot of Taylor stepping up to the stand, starting to speak. He is followed by Rhee who also speaks. A wreath of flowers is presented to Rhee by a little girl. School children cheer. Rhee shovels dirt around the base of a newly-planted sapling. Taylor cuts tape.
